Richard S. Podemski is Associate Vice President for Research and Dean of Graduate Studies at the University of West Florida. Prior to assuming this position in July 2005 he was Dean of Graduate Studies and Research at Buffalo State College in the State University of New York System, Dean of the School of Education at the University of St. Thomas in St. Paul, MN, and Associate Dean of the College of Education at the University of Alabama. He has presented at international and national conferences and published extensively on a variety of issues in higher education and public school leadership. He has been listed Who’s Who in American Education and Who’s Who in the South and Southeast. In 2001 he was awarded the Distinguished Alumni Award from the Graduate School of Education at the University at Buffalo where he completed his Ph.D. in Educational Administration.

Jerry Cartwright has served the SBDC and national Association for
22 years as the State Director for the University of West Florida
FSBDC Network for 15 years and, serving in the same capacity in
the Minnesota SBDC program for seven years at the University of
St. Thomas. He holds both a Bachelor and Master of Arts in Education
from the University of Northern Colorado. He has been recognized
as an innovator in developing new programs such as the Japan Trade
Expansion Center Program and international SBDC affiliates in Mexico
and Curacao and, envisioned and guided the development of the Florida
Professional Development and Counselor Certification Program that
has been replicated in some fashion by 36 State SBDC programs and
2 foreign small business assistance organizations. He has served
the national program as its Treasurer in 1987-88 and most of its
committees, to include Operations, Legislative and Accreditation.
He is the single point of contact for the management and operation
of the Florida program. Jerry reports directly to the Provost for
Academic Affairs at the University of West Florida and serves on
the President’s Advisory Council and the Sponsored Research
Advisory Committee.

Dr. Lloyd Fernald is a Professor of Management at the College of
Business Administration, University of Central Florida (UCF), in
Orlando, Florida. He earned his Bachelor of Science degree in Engineering
from the US Naval Academy in Annapolis, Maryland; Master of Science
degree in Personnel Administration from the US Naval Postgraduate
School in Monterey, California; and Doctorate of Business Administration
from The George Washington University in Washington, DC. He instructs
in the areas of Human Resource Management and Organizational Behavior,
teaches a graduate course in Creative and Innovative in Management
and was a Case Supervisor (Associate Director to Ron Rubin) for
the Small Business Institute at UCF for five years. He is a Past
President of the Small Business Institute Directors Association
(SBIDA); Past President of SBDA Region IV (Southeast United States),
Past President of the International Council for Small Business (ICSB);
and a Fellow in the International Council for Small Business (ICSB),
US Association of Small Business and Entrepreneurship (USASBE),
and Small Business Institute Directors Association (SBIDA). He is
on the Strategic Analysis Committees for both the on the ICSB and
USASBE and served on the Steering Committee of the International
Small Business Congress (ISBC) for three years. He also is a member
of the Florida SBDC Network Board of Directors, Past Chair of the
City of Orlando Human Relations Board, and Past Project Manager
in establishing the National Entrepreneur Center in Orlando, Florida.
Commencing in 1997, he has been the US Representative on the International
Advisory Group of Experts (INAGE), an ad hoc committee tasked to
establish and oversee the Asian Pacific Economic Cooperation (APEC)
Training and Certification of Small Business Counselors Program.
As a result of this experience, the University of Central Florida
College of Business Administration (CBA) was awarded the sole rights
to implement the Program in the US. He now serves on the Professional
Standards Committee, which is tasked to oversee the APEC-wide implementation
of the Program. A separate entity, the Institute of Certified Business
Consultants (ICBC) has been established within the CBA with Dr.
Fernald as the Director. He also is a member of the American Association
of Physician Specialists (AAPS) National Orthopedic Surgeons Certification
Board. Appointed in 2000, he was recently reappointed for a third
two-year term. He has served four years on the Editorial Board of
the Journal of Small Business Management, six years on the Editorial
Board of the Journal of Management Systems and has been guest editor
for several other national and international small business journals,
including Entrepreneurship Theory and Practice. His research interests
are primarily in the area of entrepreneurship and small business,
creative and innovative management, and the relationship between
creativity, innovation and entrepreneurship. His articles have been
published in the Journal of Business and Entrepreneurship, Journal
of Gaming & Simulation, Journal of Creative Behavior, Entrepreneurship
Theory and Practice, Journal of Small Business Management, the Journal
of Private Enterprises, several periodicals and numerous conference
proceedings.

David Hurley has lived in Hillsborough County for over 25 years,
and has been an active member in both the business and civic community.
A Licensed Land Surveyor in both Florida and Indiana, he is currently
President and CEO of Landmark Engineering & Surveying Corporation.
In 1984, Landmark had revenues of $342,000 and grew to $1,700,000
in 1986. Landmark was recognized for its growth and business practices
by the SBDC in 1986. Today, Landmark has more than seventy employees
and over $4,000,000 in revenue. David’s professional involvement
includes the American Congress on Surveying & Mapping, Builders
Association of Greater Tampa, Florida Association of Cadastral Mappers
(Charter Member), Florida Society of Professional Surveyors &
Mappers, Indiana Society of Professional Land Surveyors, National
Federation of Independent Business (Florida Chairman since 1999),
National Society of Professional Surveyors, Tampa Bay Society of
Professional Surveyors & Mappers and the West Coast Land Surveyor's

Tom Keon is the Dean of the College of Business Administration at
the University of Central Florida in Orlando. He received his PhD
from Michigan State University in Management. Prior to this, he
attended Bentley College (BSA), Suffolk University (MEd), and Babson
College (MBA). His administrative positions began at the University
of Missouri where he served as Department Chair and Associate Dean.
He has also served as Associate Dean at Florida Atlantic University
and as Dean at Southern Illinois University – Carbondale.
His research has appeared in Human Relations, Organizational
Behavior and Human Performance, Organization Studies,
Journal of Applied Psychology, and Journal of Business
Ethics.

Louis E. Laubscher is the Senior Director of Capital Development
for Enterprise Florida. He is responsible for overseeing programs
aimed at helping Florida businesses and entrepreneurs gain access
to capital. He serves as President of Florida Development Finance
Corporation (FDFC), the state authorized issuer of Enterprise Bonds,
which is a tax-exempt Industrial Revenue Bond program designed to
be affordable for smaller borrowers. He serves on the board of directors
of Florida Black Business Investment Corporation and Florida Aerospace
Finance Corporation, which companies along with FDFC, Florida First
Capital Finance Corporation and Florida Export Finance Corporation
from the Florida Financial Network, a consortium that cooperates
to pinpoint resources and expertise to best serve business borrowing
needs. He also oversees the Capital
Access Plus Program, a loan guarantee program for technology companies,
and Cypress Equity Management Corporation, which is the general
partner in a venture capital limited partnership. Louis served as
a senior lender and senior administrative officer in Central Florida
banking for over 25 years. He holds a BA degree from Principia College
and an MBA degree from the University of California at Berkeley.

Ed Linsenmeyer graduated from the Illinois Institute of Technology
with a Bachelor of Science degree in physics. He then attended the
University of Florida where he was a John C. Slater Graduate research
fellow in the Quantum Theory Project, a joint program with Uppsala
University, Sweden. After obtaining a Master’s of Science
degree and being admitted to candidacy for the PhD, he taught at
the Santa Fe Community College, Gainesville Florida. In 1981, he
came to the Naval Surface Warfare Center in Panama City, Florida.
During his first assignment, he served as the Project Leader for
writing the first US Marine Corps Master Plan. He then went on to
serve as the Lead Project Engineer for Exploratory Development Programs
in Air and Sea Mine Countermeasures (MCM). He served a year at the
Office of Naval Research as a Technical Area Manager in Mine Warfare,
returning to Panama City to manage the MCM Exploratory Program.
During this time, he also won an international award from the Technical
Cooperation Program for contributions in the development of mine
burial prediction models. For the last decade, he has served as
the Manager of the Coastal Systems Station Office of Research and
Technology Applications. In that capacity, he has served on a variety
of offices of the Federal Laboratory Consortium (FLC) for Technology
Transfer: these include FLC Program Chair, Member at Large to the
FLC Executive Board, Deputy Regional Coordinator of the Southeast
FLC, Regional Coordinator of the FLC, Vice-Chair of National FLC,
and He is currently the Chair of the National Federal Laboratory
Consortium. He has been active in the DOD Technology Transfer Integrated
Project Team (TTIPT) serving on both planning committees and a lecturer
on CRADAs. As a Navy ORTA, he has also lead the team to revise the
Navy’s Standard CRADA and development of the Navy CRADA Handbook.
He has been recognized by the FLC having received both the regional
and national FLC Laboratory Representative of the Year Awards (1995).
He has been involved with the Navy’s Small Business Innovation
Research program since 1983. He serves as a board member of the
Bay County Small Business Incubator, and on the State of Florida
Small Business Development Centers Advisory Board.

Dan Regelski is the Regional Director of the SBDC at Florida Gulf
Coast University. Dan worked for two years as a certified business
analyst at Edison Community College prior to starting up the program
at FGCU. Dan has over twenty years of business experience in operations
management and other executive level responsibilities for several
major food cooperative chain stores, mostly in the Northeast. Dan
has taught core business courses on many different levels: the continuing
education level, for three different community colleges, and two
universities, currently teaching marketing for FGCU. At FGCU Dan,
has worked to pool the efforts and expertise of the local SCORE
Chapters combined with many professional volunteers to offer business
counseling to those entrepreneurs just starting up or those who
plan to grow their business. Dan grew up in an entrepreneurial environment
where he was taught the meaning of working in and on a business
working with his father and brother in a large Agri-business venture.
Dan has an undergraduate degree in Biology and Chemistry from Alliance
College and a MBA with concentration in Management from the University
of New Hampshire. Dan and his family reside in Cape Coral.

Keevin D. Williams is Vice President
of the Florida Black Business Investment Board, Inc. (FBBIB). In
this capacity, Williams’ primary responsibility is to manage
the lending/ financing functions and administer the loan portfolio
of the Florida Black Business Support Corporation (FBBSC), a wholly-owned
subsidiary of the FBBIB. Williams also handles the marketing and
external affairs functions of the FBBIB, which include representing
the FBBIB before the Florida Legislature. Prior to joining the FBBIB,
Williams served as Vice President of Government Affairs & Insurance
Division of the Florida Bankers Association (FBA), in Tallahassee.
In this capacity, Williams represented banking and insurance interests
before legislative and regulatory bodies in Tallahassee and Washington,
DC. In 2000, he created the Insurance Division of FBA, a division
of banking and insurance executives brought together to advance
the financial services industries through advocacy and education.
As a result of his work with the Insurance Division, Williams was
elected Vice President of FBA. A native of Tampa, Williams earned
a BA from the University of South Florida (1993) and JD the Florida
State University College of Law (1997).

Stephen

For the past 44 years, Stephen K. Beasley has owned Beasley &
Associates, a public relations and advertising firm in Tallahassee,
Florida. In the 1970s, he founded the Capitol Outlook Newspaper,
Tallahassee’s only black weekly newspaper. He also co-founded
the Annual Small Business Week activities in Tallahassee. The 2004
Small Business Week marked the 21st annual celebration. The Small
Business Week event is spearheaded by the FAMU Small Business Development
Center and co-sponsored by the City of Tallahassee, Florida Department
of Management Services-Office of Supplier Diversity, Leon County,
Leon County Schools and the Capital City Chamber of Commerce. Stephen
is a recipient of numerous small business awards, including the
US Small Business Administration's Statewide Small Business Advocate
of the Year Award in 1972.
