Student Participation: Education and Reality
SBDC at FGCU Partners to Provide Entrepreneurial
Training to High School Students
 |
Entrepreneurial teens discovered what it takes to be a successful business leader at the CEO Academy in Ft. Myers during an exclusive one-week summer camp for high school juniors and seniors that took place at the Lutgert College of Business from June 15-19. The camp was presented by Junior Achievement of Southwest Florida, the Lutgert College of Business at Florida Gulf Coast University, and the SBDC/SBRN at FGCU. Working in project teams with local business leaders and educators, the students learned about business from these experienced professionals by participating in hands-on activities such as creating business plans and marketing packages based on case studies of specialized international corporations. The five teams competed for prizes but, more importantly, learned how to work in groups, use resources, and realize the critical and important ingredients for putting together a great plan and a successful presentation and business. |

Another summer program for high school juniors and seniors was sponsored by The Immokalee Technical Training Center, the newest technical training center in Florida, and the SBDC at FGCU. It provided one hundred youth, in groups of twenty five, four consecutive weeks of hands-on training. Each week the SBDC participation consisted of facilitating four days of entrepreneurial training. Chosen in teams, the students were taught Foundations of Entrepreneurship, Steps to Starting a Business, Determining How Much Money is Needed to Start Their Business, Marketing Strategy for Their Small Business, 4 P’s of Marketing, and Writing a Business Plan for Their Business; team and business exercises were assembled to provide a dynamic training program. Youth worked on developing a concept-to-plan and then wrote a business plan to substantiate and support their theories. They also created a PowerPoint presentation, business cards, flyers and business logo facilitated by Certified Business Analysts (CBAs) Julio Estremera, Sean Moore, and Janice Groves—the SBDC Team. One hundred students received a 20-Hour Certificate of Completion for Recognition of Entrepreneurial Achievement from the SBDC at FGCU and The Immokalee Tech Center for their participation in the program.

Florida's Small Business Advisory Council and Advocate Programs in Full Operation and Making Progress

Council Meeting |

Lewis Attardo presents Award
to Jennifer Crews for her outstanding dedication and efforts assisting with developing and implementing the State of Florida Small Business Advocate and Regulatory Advisory
Council Programs |

L-R: Lewis Attardo, Vicky Baker, Barbara Anderson and Jennifer Crews |
The State of Florida’s Small Business Regulatory Advisory Council (Council), administered by the Florida SBDC Network by state statute, held its second in-person meeting on August 28 in Orlando. The Council meets monthly, often via teleconference, to review proposed agency rules to gauge their potential impact on small businesses. The Council has been actively working with state agencies to modify proposed rules to better accommodate a “small-business friendly” regulatory environment for Florida. As Council Chairman Frank Attkisson states, "State agencies seem to overlook what small business can do for an economy. The Council has given small business a new voice of reasonableness when dealing with the concerns of burdensome regulation, onerous rules and unquestioned fee increases which affect every entrepreneur’s bottom line."
At its August meeting, the Council continued to develop a report on seven agencies, and divisions of state agencies, currently under sunset review by the legislature. The legislative committee for sunset reviews will be deciding early next year which of these agencies should continue, which should continue with changes, and which should be abolished. The Council looks specifically at whether a particular agency has considered small business as it makes rules; whether the agency actively seeks to do business with Florida’s small businesses; and whether the agency engages in small-business friendly activities that go beyond legislative mandate.
Chairman Attkisson is a former Representative, Fred Dudley is a former Senator, and Humberto Cortina is a former Representative. Together they have many years of government experience. Their knowledge of Florida government helps the Council address rules and laws, and their impact on small businesses. Additionally, and by law, the Council members must be current or former small business owners.
The second Council meeting was very productive, and while they were in Orlando, they invited several legislators to attend the meeting. Council members had met with local legislators—Representatives Chris Dorworth and Eric Eisnaugle—for a press briefing where the Council updated the House members on Council progress and successes. The Council plans to hold in-person meetings quarterly next year and will continue their monthly teleconference meetings.
While the Council focuses primarily on rules, the Office of the Small Business Advocate (OSBA), also administered by the FSBDCN, was created to serve as a liaison between state government and small businesses on a broader level. It was created to reach out to small businesses to identify issues, concerns and solutions to help state government better support them. To date, OSBA efforts have been focused on raising awareness of this new program and collecting information from small businesses through a statewide series of "Small Business Issues Forums" and an online "Small Business Issues Survey". Many of the FSBDCN Regional Centers and offices have served as host to these forums. Forum attendees have suggested solutions that include having the state implement a series of state incentive programs for small businesses regardless of their legal organizational structure; initiating a modified "Emergency Bridge Loan Program" to offer short-term loans to small businesses; and establishing a set aside for Florida-based small businesses on all state procurement contracts. The OSBA is compiling the results from the forums and survey into its annual report, which will be sent to Florida’s Governor, Speaker of the House of Representatives, Senate President, other key legislators and interested small business stakeholders upon completion. This report is the first step toward creating an open dialogue between the state and its small businesses, and the first of many steps needed to create an environment friendly toward and supportive of small business.
The Florida Legislature passed FL Ch. 2008-149, which became effective July 1, 2008, to establish Council and the OSBA. The FSBDCN was charged with developing, implementing and administratively housing and supporting both programs. Despite the immediate need for these programs, the legislation did not include an appropriation to cover the costs for implementation and deployment of the programs. Nevertheless, the FSBDCN, recognizing the importance of these programs’ success, invested SBDC funds to launch the two programs in January of this year. Two SBDC staff members, Lewis Attardo, who serves as the Facilitator in lieu of an Advocate/Director, and Jennifer Crews, who formerly served as a Program Coordinator, were charged with leading the effort. However, in response to the increasing size of the workload and the reception that both the Council and the OSBA have received from small business owners and organizations that represent small businesses, the FSBDCN provided additional funding to support two additional positions to meet the needs of these programs. Vicky Baker, Program Coordinator for the Council, filled one of the positions, and Barbara Anderson, who serves as the Program Assistant for both programs, filled the second. To maintain this support and meet all of the responsibilities set forth in the legislation, the FSBDCN is depending on the State to provide some level of recurring financial support in the 2010 legislative session.
